Vouchers for education: what you should know and how to use them?

One of the additional services that can be used by those who want to acquire a new specialty, professional training or improve their own qualifications, are special vouchers. Their main goal is to promote development and increase competitiveness in the domestic labor market.

Vouchers are a special “document of the established model, which gives a person the right to retraining in a labor profession; training in a specialty at the next educational and qualification level; advanced training at educational institutions or directly at the employer".

Get such a training voucher is available at state employment centers. Citizens have a one-time opportunity to receive such a voucher and undergo free training in the chosen specialty or profession.

Cost of each voucher for training is limited to ten times the subsistence minimum for able-bodied persons (as of 01.01.2023 it is 26 840 UAH). Hence the voucher is fully or almost fully capable cover tuition fees. If the cost of education exceeds the limit, the person (or the employer) can make an additional payment of the difference. And the full cost of the voucher itself will be paid by the Fund of mandatory state social insurance of Ukraine in case of unemployment.

Who can receive vouchers?

In accordance with the law (namely with Art. 30 of the Law of Ukraine "On Employment of the Population") persons who fall into the following categories can receive vouchers for free education:

  •  People over the age of 45;
  •  Have at least 15 years of insurance experience;
  • Persons released from military service after participating in an anti-terrorist operation, implementation of measures to ensure national security and defense;
  • Internally displaced persons of working age in the absence of suitable work;
  • Persons in respect of whom according to Law of Ukraine the fact of deprivation of personal freedom as a result of armed aggression against Ukraine has been established, after their release;
  • Citizens with disabilities in the absence of suitable work;
  • Citizens who were injured, contused, maimed or sick as a result of military aggression, while being directly in the areas of military (combat) operations;

Instructions for obtaining a voucher

Only those persons who already have a professional (vocational-technical), professional preliminary or higher education, as well as those who are not registered with the employment service as unemployed can have a chance to receive vouchers.

In order to receive a study voucher, you need:

  1.  Choose the necessary profession or specialty from the presented list published on site;
  2. Contact the nearest employment center;
  3. Write a statement and provide the appropriate package of documents to the specialist. In particular, it should be:
    1. Passport;
    2. Employment book (or a duplicate);
    3. A document on vocational or higher education (or a duplicate);
    4. Registration number of the taxpayer's account card.
    5. Other documents (if it concerns IDPs, military personnel, persons with disabilities, etc.).
  4. The employment center must make an appropriate decision regarding receiving a voucher;
  5. Within 5 working days from the date of receipt of a positive decision, you should contact the employment center and pick up your voucher;
  6. Next, choose an educational institution, submit the appropriate package of documents for admission + use your voucher and conclude a Study Agreement.
